Candace Groudine teaches law and law-related courses in UMBC's Political Science Program and in UMCP's Criminology & Criminal Justice Program at the Universities at Shady Grove. She serves as Senior Policy and Regulatory Specialist for the Federal Highway Administration's (FHWA) Office of Civil Rights, investigating discrimination under Title VI of the Civil Rights Act of 1964; disability discrimination; environmental justice; and Limited English Proficiency. Prior to joining FHWA, Dr. Groudine worked in higher education administration for more than 20 years, and taught at several institutions of higher education as well. She has a J.D. from Georgetown University Law Center; a Ph.D. in educational administration and policy studies from the University at Albany (SUNY), an M.A. in philosophy from Columbia University; and a B.A. in philosophy from Brooklyn College (CUNY). She is a member of the Maryland and DC Bars.
