Professor Reuter recently wrote an op-ed piece for the Baltimore Sun. The piece discusses whether or not Maryland is ready for Heroin-Assisted Therapy.
The heroin epidemic has been prevalent in America’s history for almost fifty years. Heroin-Assisted Therapy (HAT) gives users heroin that is free of dangerous adulterants and of known quantity and purity, thus can be considered safer than heroin purchased on the street. It also serves important public health and social outreach functions, often helping guide individuals into rehabilitation.
