US police killed over 1000 people in 2013; police in England and Wales killed none. Professor Lawrence Sherman, who splits his time between College Park and the University of Cambridge in England, offers the reasons for this huge difference in deadly force that he will present next week to President Obama’s Task Force. They asked him to testify on the structural changes that could restore more trust between police and US communities. His testimony contains 16 specific proposals, all of them fairly radical, but all with precedents in the UK.
