The Enforcement of Quality of Life Offenses: The Effectiveness of Planned Change

The Baltimore Police Department, as part of a voluntary settlement with the ACLU, agreed to eliminate zero tolerance policing.  This project assesses the success of a series of policy, traing and supervison changes in reducing arrests that are not consistent with departmental policies.
