David Soulé has been the Executive Director of the Maryland State Commission on Criminal Sentencing Policy (MSCCSP) since 2004 where he leads the Commission’s mission to implement and support the state’s criminal sentencing guidelines and to promote fair and proportional sentencing policies.

Dr. Soulé currently serves as a Co-Chair of the Maryland Equitable Justice Collaborative Criminal Law and Sentencing Reform Committee. He also serves as a member of the Maryland Criminal Law Bench Book Project, a member of the Maryland Task Force to Study Crime Reclassification and Penalties, and is a member of the Advisory Board to the Prosecution Research Collaborative implemented by the National District Attorneys Association (NDAA) in partnership with the Center for Justice Research and Innovation (CNA).

Dr. Soulé has presented at a variety of national and state conferences including the National Association of Sentencing Commissions, the American Society of Criminology annual conference, the Society for Prevention Research, the National Sentencing Policy Institute, the Maryland Judicial Conference, and the Maryland New Trial Judges Orientation. Additionally, he has served as principal author or co-author for published articles in a variety of academic journals, including most recently in Federal Sentencing Reporter, Justice Quarterly, Journal of Research in Crime and Delinquency, Criminology and Public Policy and Columbia Law Review.

Dr. Soulé earned both a Ph.D. and MS degree in Criminology and Criminal Justice from the University of Maryland. Previously, David was elected as a member of the Executive Board of the National Association of Sentencing Commissions in 2008 and served as the Vice-President of NASC for two years.
