Codey Carr is a fourth year PhD candidate in the Department of Criminology at the University of Maryland. Working at the intersection of public health, public policy, and criminology, Codey studies drug policies, markets, and interventions. His specific areas of interest include emergent psychoactives use and regulation (e.g., adult-use cannabis, psychedelics, kratom), public health and safety responder interactions, and the impacts of drug policies on emergency healthcare utilization. Methodologically, he specializes in quantitative and mixed-methods approaches to address these research areas, ranging from epidemiological prevalence studies to causal analyses.
Codey has worked as a graduate research assistant for the past three years with Dr. Greg Midgette on projects analyzing the correlates of gun violence mortality and the effects of Baltimore City recreation center divestment on crime.
Codey is a graduate student research affiliate at the Maryland Population Research Center (MPRC) and UMD Center for Substance Abuse Research (CESAR). He also worked as a 2026 Summer Research Associate at the RAND Corporation.
